Disappointed with inability to transmit on high on Channel 77

The radio is functional and works OK - all features.
It was disappointing to find that I couldn't transmit on high on Channel 77 ( our Club Channel). It appears that the model I have may be set up for US market where 77 is a Port Ship to Ship channel.
Why restrict that and other channels for down to 1W (Lo) and not 25W (Hi) also.transmit
